Перед вами – 4-й том «Автобиографии Петербургского горсовета», названный «Судьбы депутатов 30 лет спустя» и посвящённый 30-летию со дня начала работы Ленсовета XXI созыва.

The first book, "Autobiography of the St. Petersburg City Council," was published in 2005, on the eve of the 15th anniversary of the 21st Leningrad City Council. This 732-page, A4-sized volume contains biographies, portraits, and recollections of nearly all of the more than 380 Leningrad City Council deputies, describing how and why they embarked on the election campaign trail, what they did within the walls of the Mariinsky Palace, what they remembered and were proud of in their work as deputies, what they failed to accomplish, their feelings about the dissolution of the Leningrad City Council, which became the St. Petersburg City Council in 1991, and their thoughts on their successors — the deputies of the Legislative Assembly. The deputies wrote their memoirs themselves (or gave tape-recorded interviews) — hence the title "Autobiography."
The second volume of "Autobiography..." was published five years later, when the Leningrad City Council — Petrosovet celebrated its 20th anniversary.

This volume (A4 format, 312 pages) consisted of several sections: "Photo Chronicle 1989-1993," "Activities of the City Council and Its Structures," and "20 Years Later – Photo Shoot." Once again, the content was the work of the deputies themselves, although this time not each individual, but rather a select group of editorial board members.

Five years later, for the 25th anniversary of the Leningrad-Petrosovet, a project was conceived and implemented to publish a third volume of "Autobiography...,"
titled "The Fates of Deputies" (A5 format, 416 pages). The deputies of this unique city parliament.
It is unique in that no city legislative or representative body, before or since, has ever borne, or will ever bear (although it is possible…) such a name: there have been Petrosoviet councils, there have been Leningrad councils of various convocations, and now there are Legislative Assemblies, but only the 21st convocation bears the name "St. Petersburg City Council." It is also unique in that it was through its decisions and efforts that a citizen survey was conducted, which restored the city to its original, birthright name; through its decisions and efforts, the city's coat of arms, flag, and anthem were approved; through its decisions and efforts, the idea was proposed and the draft of the City Charter was developed, by which St. Petersburg lives and thrives; through its decisions and efforts, freedom of speech, freedom of the press, freedom of expression were granted… and much else on which the modern life of our city is based. The first three volumes of the "Autobiography of the St. Petersburg City Council" are in the personal libraries of Leningrad City Council deputies, city and federal libraries, and even libraries abroad.
And now another five years have passed, and you have the fourth volume in your hands. It features the deputies' own stories about their lives in the three decades since we all gathered for the first session of the 21st Leningrad City Council...
Over the past 30 years, our deputy ranks have noticeably thinned, and we have bid farewell to 102 of our colleagues... Most of us have retired, the size of which, unfortunately, is comparable to that of a cashier in a Soviet supermarket...
Ten years ago, from the podium of the Great Hall of the Mariinsky Palace, where the Leningrad City Council members were the owners and employees for three and a half years, the then Speaker of the Legislative Assembly, Vadim Tyulpanov, uttered this apt phrase: "It can be said with certainty that the first pages of the St. Petersburg book of parliamentary democracy were written by you, the deputies of the twenty-first convocation... It was the twenty-first Leningrad City Council that gave democratic impetus to the deputies who, after it, served in the city parliament of various convocations." But by the 25th anniversary of the Leningrad-Petrosoviet, these words had been drowned in a cloud of hostility, rejection, and disgust on the part of the new leadership of the Legislative Assembly (yes, leadership, because in the 21st Leningrad-Petrosoviet, the chairman was a completely ordinary deputy, equal to the rest, who was merely entrusted with the authority to lead and sign; today, the speaker is like the director of a closed joint-stock company with security and advisors...). Having deprived only the deputies of the Leningrad-Petrosoviet of the 21st convocation (like a leper island among all the city parliament convocations, "before" and "after") of their legal pension supplements, the Leningrad-Petrosoviet members have now been excluded from the list of those entitled to enter the Mariinsky Fortress with their deputy IDs, and the deputy corps of the Leningrad-Petrosoviet are forced to celebrate their 25th and 30th anniversaries in a hall completely different from the one where the historic decisions were made... So much for the "fates of deputies"...

Первая книга «Автобиография Петербургского горсовета» увидела свет в 2005 году, накануне 15-летия Ленсовета-XXI. Фолиант форматом А4 и объёмом в 732 страницы сохранил биографии, портреты и воспоминания почти всех из более 380 депутатов-ленсоветовцев о том, как и почему они вступили на «тропу» избирательной кампании, чем занимались в стенах Мариинского дворца, что им запомнилось и чем гордятся они в своей депутатской работе, чего не смогли успеть сделать, как относятся к разгону Ленсовета, ставшего в 1991 году Санкт-Петербургским горсоветом, что думают о своих преемниках – депутатах Законодательного собрания. Депутаты сами писали свои воспоминания (или давали под диктофонную запись интервью) – потому и «Автобиография».
Второй том «Автобиографии…» вышел в свет через пять лет, когда Ленсовет-Петросовет отмечал своё 20-летие. Этот том (формат А4, объём 312 стр.) состоял из нескольких разделов: «Фотохроника 1989–1993», «Деятельность горсовета и его структур», «20 лет спустя – фотосессия». И вновь – содержание стало творением рук самих депутатов, пусть в этот раз и не каждого, а отобранных авторами идеи членов редколлегии.
Ещё через пять лет, к 25-летию Ленсовета-Петросовета был задуман и осуществлён проект издания 3-го тома «Автобиографии...»,
который был назван «Судьбы депутатов» (формат А5, объём 416 стр.). Судьбы депутатов уникального городского парламента.
Уникального уже даже тем, что ни до, ни после орган городской законодательной, представительской власти не носил и не будет (хотя не исключено…) носить такого наименования: были Петросоветы, были Ленсоветы разных созывов, стали Законодательные собрания, но только Совет XXI созыва носит имя «Санкт-Петербургский городской Совет». Уникального ещё и тем, что именно его решениями и стараниями проведён опрос горожан, возвративший городу его исконное, данное от рождения имя; его решениями и стараниями утверждены герб, флаг и гимн города; его решениями и стараниями была подана идея и разработан проект Устава города, по которому живёт и здравствует Санкт-Петербург; его решениями и стараниями даны свобода слова, свобода печати, свобода волеизъявлений… Да и многое другое, на чём зиждется современная жизнь нашего города.
Три первых первых тома «Автобиографии Петербургского горсовета» находятся в личных библиотеках депутатов-ленсоветовцев, городских и федеральных библиотеках и даже библиотеках зарубежных.
И вот миновало ещё одно пятилетие, и у вас в руках 4-й том. В нём повествования самих депутатов о своих судьбах за три десятилетия после того, как все мы собрались на 1-ю сессию Ленсовета XXI созыва…
За прошедшие 30 лет наши депутатские ряды заметно поредели, и мы проводили в последний путь 102 своих коллег... Большинство из нас ушли на пенсии, размер которых сопоставим, к сожалению, с размерами кассира советского универсама…
Десять лет назад с трибуны Большого зала Мариинского дворца, хозяевами и работниками которого ленсоветовцы были три с половиной года, тогдашний спикер Законодательного собрания Вадим Тюльпанов произнёс справедливую фразу, вот эту: «Можно сказать с уверенностью, что первые страницы петербургской книги парламентской демократии были написаны вами, депутатами двадцать первого созыва… Именно двадцать первый Ленсовет придал демократический импульс депутатам, которые после него трудились в городском парламенте разных созывов». Только вот эти слова потонули уже к 25-летию Ленсовета-Петросовета во мраке неприязни, отторжения и брезгливости со стороны нового руководства Законодательного собрания (да-да, именно руководства, ведь это в Ленсовете-XXI председатель был самым обыкновенным и равным остальным депутатом, которому лишь доверили полномочия водить и подписывать; нынче спикер – как директор ЗАО с охраной и советниками…). Лишив лишь депутатов Ленсовета-Петросовета XXI созыва (как островок прокажённых среди всех – «до» и «после» – созывов городского парламента) законных надбавок к пенсиям, нынче ленсоветовцев исключили из списка могущих по своим депутатским удостоверениям проходить в Мариинскую крепость, а свои 25-летний и 30-летний юбилеи депкорпусу Ленсовета-Петросовета приходится отмечать вовсе не в том зале, где принимались исторические решения… Вот вам и «судьбы депутатов»…
