Today, in the Mariinsky Palace, where the Legislative Assembly meets, they try to avoid mentioning the 21st Leningrad City Council: it's part of that distant and incomprehensible era for today's parliamentarians, when elections could be won without money and despite "administrative resources," when voters voted for candidates' platforms rather than for a sack of groceries, and when deputies not only disregarded the executive branch's orders but also overturned its illegal decisions. And when, in April 2005, a photo exhibition was held in the Mariinsky Palace to commemorate the 15th anniversary of the 21st Leningrad City Council, it was quickly closed down—so striking was the difference between the eras and the faces.

As for Smolny, the deputies of the 21st Leningrad City Council are simply hated there, for it was they who once forced the party and economic nomenklatura (a significant portion of which is now back in power) to endure unprecedented humiliation and tremble in fear for their fate. It's no coincidence that they are deprived of pension supplements (which are given to former party and Komsomol functionaries), and at every opportunity they speak disdainfully of "those democrats" who "ruined everything."

Сегодня в Мариинском дворце, где заседает Законодательное собрание, о Ленсовете-XXI стараются лишний раз не вспоминать: он – часть той, далёкой и непонятной нынешним парламентариям эпохи, когда выиграть выборы можно было, не имея денег, и вопреки «административному ресурсу», когда избиратели голосовали за программы кандидатов, а не за мешок с продуктами, и когда депутаты не только не выполняли указания исполнительной власти, но и отменяли её незаконные решения. А когда на 15-летие начала работы Ленсовета XXI созыва в апреле 2005 года в Мариинском дворце устроили фотовыставку, её быстро свернули – настолько выразительной была разница эпох и лиц.
Что касается Смольного, то там депутатов Ленсовета-XXI просто ненавидят, ведь именно они когда-то заставили партийно-хозяйственную номенклатуру (немалая часть которой сегодня вновь у власти) пережить небывалое унижение и трястись от страха за свою судьбу. И не случайно их лишают надбавок к пенсии (зато дают их бывшим партийным и комсомольским функционерам) и при каждом удобном случае презрительно отзываются об «этих демократах», которые «всё развалили»…

Opening Paragraph

It's hard to believe it was twenty years ago – the feeling of "beautiful clarity" of those days is so vividly imprinted in my memory.

When there were no "election techniques" or "black PR."

When you could win without money or "administrative resources," by calling on a few friends or relatives and dropping homemade leaflets into mailboxes, secretly copied on a company photocopier or printed on an "Erica," which takes four copies.

When "election headquarters" were located in your own kitchen, and there was no "election fund" at all.

When formally competing democratic candidates campaigned for each other at meetings with voters and jointly posted posters and leaflets.

When newspapers published election information for free (later, almost every other voter showed up at the polling station with a worn-out copy of "Smena" (city newspaper), which featured the list of candidates for "Democratic Elections 1990").

And when the loser didn't run to court, but was the first to congratulate the winner, and with absolute sincerity, because if "one of our own" won, it was a victory. Our shared victory. The one "one for all"...

В то, что это было двадцать лет назад, не верится – настолько ярко отпечаталось в памяти ощущение «прекрасной ясности» этих дней.

Когда ещё не было «предвыборных технологий» и «чёрного пиара».

Когда можно было победить без денег и «административного ресурса», призвав на помощь нескольких друзей или родственников и разбросав по почтовым ящикам самодельные листовки, тайком размноженные на служебном ксероксе или отпечатанные на «Эрике», которая берёт четыре копии.

Когда «предвыборные штабы» находились на собственной кухне, а «избирательного фонда» и вовсе не было.

Когда формально конкурирующие друг с другом демократические кандидаты агитировали друг за друга на встречах с избирателями и сообща расклеивали плакаты и листовки.

Когда газеты бесплатно публиковали предвыборную информацию (потом чуть ли не каждый второй избиратель приходил на участок с затёртым до дыр номером «Смены», где был опубликован список кандидатов «Демократические выборы-90»).

И когда побеждённый не бежал в суд, а первым поздравлял победителя, причём абсолютно искренне, потому что если побеждал «свой» – это была победа. Наша общая победа. Та самая, которая «одна на всех»…

This was the best Soviet in the country – the Leningrad Soviet of the 21st convocation. Its memory today has been partially erased by the years, partially distorted by propaganda lies. These are different times, and different qualities are needed for politicians: honesty is considered inability to negotiate, integrity – an inability to live, sincerity – stupidity.

We cannot turn back history and return to that distant time. But we can – and must! – pay tribute to the deputies elected then, twenty years ago.

Yes, they weren't able to do everything and didn't live up to all our hopes. But they – the overwhelming majority – were honest and sincere, they didn't steal or lie, they didn't see their tenure as deputies as a way to solve personal problems, and they worked for the city, not for themselves and their own well-being.

They will forever remain in the history of our city and country. And not only because they were the first, but also because they were the best.
