Reasons for Reading

This book is not a historical chronicle, but a lighter genre. In this book, the author, through mini-novels, recalls the events that took place in the halls and corridors of the Mariinsky Palace, the stories and events whose protagonists were deputies and employees, ordinary and famous citizens who came to the city council for various reasons and without reason. The novellas were written between 2007 and 2008, and they do not have a precise chronology—what was remembered was written down, sometimes in response to events in the country, the city, and the world.

Настоящая книга - не историческая хроника, а издание более лёгкого жанра. В ней автор с помощью мини-новелл вспоминает происходившие в залах и коридорах Мариинского дворца, истории и события, героями которых стали депутаты и служащие, простые и известные горожане, приходившие в горсовет по разным поводам и без поводов. Новеллы написаны в течение 2007-2008 г., и они не имеют точной хронологии - что вспоминалось, то и записывалось, иногда, откликаясь на происходившее в стране, городе, мире.

Opening Paragraph

The activities of the Leningrad-Petersburg Soviet of the 21st convocation have been undeservedly little covered and have been covered in the press in recent decades (it even seems to me that this is being done deliberately, artificially). This is despite the fact that the inauguration of the democratically elected (for the first time in many decades) Leningrad City Council in 1990 was long the most important and highest-rated topic for any media outlet — from the most popular central newspaper to the most shabby samizdat, while St. Petersburg television and radio broadcast live from the council meetings and from the corridors of the Mariinsky Palace.
But that was in 1990. The current attitude of sociologists, political scientists, historians, and journalists can be assessed in different ways. But I won't offer any. My colleagues and I know the value of what the deputy corps that worked in the Mariinsky Palace from 1990 to 1993 gave to St. Petersburg, what it contributed to Russia's democratic development, and what kind of leaders it nurtured in its midst—politicians, managers, business executives, and professional specialists.

Деятельность Ленсовета-Петросовета XXI созьmа незаслуженно мало освещалась и освещается в прессе в последние десятилетия (мне даже представляется, что это делается нарочно, искусственно). И это при том, что начало работы демократически избранного (вneрвые за многие десятилетия) Ленинградского горсовета в 1990 года было долгое время самым главным и рейтинговым предметом для любого средства массовой информации - от самой популярной центральной газеты до захудалого листка самиздата, а питерское телевидение и радио вообще вело прямые трансляции с заседаний депутатов и из коридоров Мариинского дворца.
Но это было в 1990 году. Нынешнему же отношению социологов, политологов, историков и журналистов можно давать разные оценки. Но я их давать не стану. Уж я и мои коллеги знаем цену того, что дал Санкт-Петербургу депутатский корпус, работавший в Мариинском дворце в 1990-1993 годах, что привнёс в демократическое развитии России, каких воспитал в своей среде лидеров - политиков, менеджеров, хозяйственников и специалистов-профессионалов.
