First Session of the Leningrad City Council (April-June 1990)

In early April 1990, the elected deputies of the Leningrad City Council gathered for their first session. Already at the organizational meeting of deputies on the eve of the opening of the first session, we quickly thwarted the attempts of the Chairman of the old City Council Executive Committee, V. Ya. Khodyrev, who had been re-elected as a deputy, to lead them as before. It was decided that until the election of the Council Chairman, the session would be chaired by three session co-chairs, elected for one day. It was expected that this election would occur very quickly, but reality proved much more complex: the first session lasted three months: from April to June 1990.

The first session of the 21st Leningrad City Council was opened by its oldest deputy, V. A. Muromtsev (he was then 61 years old). As is well known, the first speaker of the First State Duma of the Russian Empire in 1906 was also a certain Muromtsev, a law professor — a not entirely coincidental coincidence.

Of course, the deputies of this Leningrad City Council were quite a motley crew: from factory managers and some district-level party leaders dressed in standard Soviet suits to taxi drivers and young men resembling street thugs. The core, however, consisted of various types of intellectuals: engineers, professors, and teachers. And all 380 of these diverse deputies gathered in the Mariinsky Palace.

В начале апреля 1990 года избранные депутаты Ленсовета собрались на первую сессию. Уже на организационном собрании депутатов накануне открытия первой сессии мы быстро пресекли попытки председателя старого исполкома Горсовета В.Я. Ходырева, избранного вновь депутатом, руководить ими как встарь. Было решено, что вплоть до избрания председателя Совета вести сессию будут трое сопредседателей сессии, избираемых на один день. Предполагалось, что это избрание произойдёт очень быстро, однако реальность оказалось много сложней первая сессия продлилась три месяца: с апреля по июнь 1990 года.

Открыл же заседание первой сессии Ленсовета XXI созыва его старейший по возрасту депутат В.А. Муромцев (ему тогда исполнился 61 год). Как известно, первым спикером Первой Государственной думы Российской империи в 1906 году был тоже некий Муромцев, профессор-правовед, такое вот неслучайное совпадение.

Конечно же, депутаты этого Ленсовета представляли собой достаточно пёстрое зрелище: от одетых в стандартные советские костюмы руководителей заводов и некоторых партийных руководителей районного уровня до шофёров такси и молодых ребят, близких по облику к уличным бузотёрам. Основу всё же представляли представители интеллигенции разного типа: инженеры, профессора, педагоги. И все эти 380 разношерстных депутатов собрались в Мариинском дворце.

Opening Paragraph

This book was born from several circumstances.
First, it was the persistent advice of my colleague from the 21st Leningrad City Council and the center for interaction among its deputies for over twenty years, Nikolai Smirnov, who asked me at every meeting whether I had begun writing a "book about myself." And I realized I had to write it anyway.
Second, it was the advice of my friends and acquaintances, who, after I recounted certain episodes of my life, also advised me to write them down.
Finally, I truly wanted to express kind words to the many people who have helped me greatly in my life, and a book like this is probably the best way to do so. These include, first and foremost, my teachers at Petrozavodsk Schools No. 22 and No. 17, at the Physics and Mathematics Boarding School at Leningrad State University No. 45, at the Physics Department of Leningrad State University, senior colleagues and academic advisors, and many others from whom I studied and continue to learn.
I began writing this book in January 2015, continued in August, and continued writing during a brief winter break and a more substantial summer vacation. In August 2017, I finally decided to settle on something, and then the idea struck me that I should stop with 1991, the year I turned 40 and also the last year of the USSR's existence. That's how the title of this book was born.

Эта книга родилась в силу нескольких обстоятельств.
Во-первых, это настойчивые советы моего коллеги по Ленсовету XXI созыва и центра взаимодействия его депутатов вот уже более двадцати лет Николая Смирнова, который при каждой встрече спрашивал меня, начал ли я писать «книгу о себе». И я понял, что писать всё равно придется.
Во-вторых, это советы моих друзей и знакомых, которые после того, как я рассказывал им некоторые эпизоды моей жизни, также советовали их записать.
Ну и, наконец, мне хотелось действительно сказать добрые слова в адрес многих людей, которые очень помогали мне в жизни, и подобная книга наверное, самый лучший способ это сделать. Это, прежде всего, мои учителя в петрозаводских школах №22 и №17, в физико-математической школе-интернате при ЛГУ №45, на физическом факультете ЛГУ, старшим коллегам и научным руководителям в годы работы биологом и многим другим, у которых я учился и продолжаю учиться.
Я начал писать эту книгу в январе 2015 года, продолжил в августе и далее продолжал писать в период краткого зимнего и более полноценного летнего отдыха. А в августе 2017 года подумал, что надо, наконец, на чём-то остановиться, и тогда пришла в голову идея, что остановиться надо именно на 1991 годе, году моего сорокалетия, и одновременно последнем годе существования СССР. Так и родилось название этой книги.
