Dear comrades,

All of us, our entire party and country have suffered a heavy grief. Konstantin Ustinovich Chernenko, a loyal Leninist, an outstanding figure of the Communist Party of the Soviet Union and the Soviet State, the international communist movement, a man of sensitive soul and great organizational talent, has passed away.

Konstantin Ustinovich passed a long and glorious way. At each site assigned to him by the party, his talent and ability to work with people were revealed more and more fully. As General Secretary of the Central Committee of the CPSU, Chairman of the Presidium of the Supreme Soviet of the USSR, Konstantin Ustinovich Chernenko devoted all his strength and knowledge to the development of the country's economy, the growth of the welfare and culture of the people, ensuring the security of the Motherland, preserving and consolidating peace on earth.

Konstantin Ustinovich Chernenko saw the unity of the Communist Party and the collective nature of the Central Committee and its Politburo as the apple of his eye. He always sought to ensure that the party at all levels acted as a cohesive, well-coordinated and militant organism. In the unity of the Communists ' thoughts and actions, he saw the guarantee of success, overcoming shortcomings, and making steady progress.

The strategic line developed at the XXVI Congress and subsequent plenums of the Central Committee with the active participation of Yuri Vladimirovich Andropov and Konstantin Ustinovich Chernenko was and remains unchanged. This is a line aimed at accelerating the country's socio-economic development and improving all aspects of society's life. We are talking about transforming the material and technical base of production. We are talking about improving the system of social relations, especially economic ones. We are also talking about the development of the person himself, about the qualitative improvement of the material conditions of his life and work, his spiritual appearance.

We will have to make a decisive turn in the transition of the national economy to intensive development. We must, we must, in a short time reach the most advanced scientific and technical positions, the highest world level of social labor productivity.

In order to solve this problem more successfully and quickly, it is necessary to continue to persistently improve the economic mechanism and the entire management system. Following this path, choosing the best solutions, it is important to creatively apply the fundamental principles of socialist management. This means steadily carrying out the planned development of the economy, strengthening socialist ownership, expanding rights, increasing the independence and responsibility of enterprises, and strengthening the capacity of the state.-

increase their interest in the final results of the work. This means ultimately subordinating all economic development to the interests of the Soviet people.

The Party will steadily implement the social policy it has developed. Everything in the name of man, for the good of man - this program provision should be filled with more and more profound and concrete content. It is clear that improving a person's living conditions should be based on their increasing contribution to the common cause. Where deviations from this principle are allowed, social justice, which is the most important factor in the unity and stability of a socialist society, is inevitably violated.

The party considers the further improvement and development of democracy and the entire system of socialist self-government of the people as one of the fundamental tasks of its internal policy. The tasks here are many-sided. A lot is being done in this regard. This means further increasing the role of the Soviets, activating trade unions, the Komsomol, people's Control, and labor collectives. Persistent work is ahead in both the already planned and new areas.

The deepening of socialist democracy is inextricably linked with the raising of public consciousness. The effectiveness of educational work is manifested primarily in the way workers, collective farmers, and intellectuals participate in solving large and small problems, how they work, and how they struggle with shortcomings. Increasing the labor and social activity of Soviet people, strengthening discipline, and fostering patriotism and internationalism are important tasks of all ideological activity.

At the same time, resolute measures will continue to be taken to further restore order, to purge our lives of alien phenomena, from any encroachments on the interests of society and its citizens, and to strengthen the socialist rule of law.

We must continue to expand transparency in the work of party, Soviet, state and public organizations. V. I. Lenin said that the state is strong in the consciousness of the masses. Our practice has fully confirmed this conclusion. The better informed people are, the more consciously they act, the more actively they support the party, its plans and program goals.

In the area of foreign policy, our course is clear and consistent. This is the course of peace and progress.

The first commandment of the party and the State is to preserve and strengthen in every possible way fraternal friendship with our closest associates and allies - the countries of the great socialist commonwealth. We will do everything in our power to expand cooperation with the socialist states, to increase the role and influence of socialism in world affairs. We would like to see a serious improvement in relations with the People's Republic of China, and we believe that if there is reciprocity, this is quite possible.

The Soviet Union has always supported the struggle of peoples for liberation from colonial oppression. And today, our sympathies are with the countries of Asia, Africa and Latin America, which are moving towards strengthening their independence and social renewal. They are our friends and partners in the struggle for lasting peace, for better and fair relations between peoples.

As for relations with capitalist States, I would like to say the following. We will firmly follow Lenin's course of peace and peaceful coexistence. The Soviet Union will always respond to good will with good will, and to trust with confidence. But everyone should know that we will never compromise the interests of our Homeland and its allies.

We appreciate the success achieved in defusing international tensions in the 1970s and are ready to participate in continuing the process of establishing peaceful and mutually beneficial cooperation between States on the basis of equality, mutual respect and non-interference in internal affairs. With new steps in this direction, it would be worth celebrating the fortieth anniversary of the Great Victory over Nazi fascism and Japanese militarism.

Never before has humanity faced such a terrible threat as it does today. The only reasonable way out of this situation is for the opposing forces to agree to immediately stop the arms race - primarily nuclear ones-on Earth and prevent it in outer space. An agreement on a fair and equal basis, without trying to "outplay" the other side and dictate its terms to it. An agreement that will help everyone move towards the desired goal - the complete elimination and permanent prohibition of nuclear weapons, and the complete elimination of the threat of nuclear war. We are firmly convinced of this.

Negotiations between the Soviet Union and the United States of America will begin tomorrow in Geneva. The Soviet approach to these negotiations is well known. I can only confirm once again: we do not seek unilateral advantages over the United States, over the NATO countries, or military superiority over them; we want an end, not a continuation of the arms race - and therefore we propose to freeze nuclear arsenals, stop further deployment of missiles; we want a real and major reduction in accumulated weapons, not a continuation of the arms race. create ever-new weapons systems, whether in space or on Earth.

I would like our negotiating partners in Geneva to understand the Soviet Union's position and reciprocate. Then the agreement will be possible. The nations of the world would breathe a sigh of relief.

The CPSU is an international party by nature. Our like-minded people abroad can be sure that in the struggle for peace and social progress, Lenin's party will, as always, closely cooperate with the fraternal communist, workers', and revolutionary-democratic parties, and advocate unity and active interaction of all revolutionary forces.

Comrades! The solution of the complex tasks that we face requires further strengthening of the party, increasing its organizing and guiding role. The CPSU has always proceeded and continues to proceed from the Leninist idea that a policy of principle is the only correct policy. Such policies, developed collectively, will be implemented consistently and steadily. The Party is precisely the force that can take into account the interests of all classes and social groups, all nations and nationalities of the country, unite them together, and mobilize the energy of the people for the common cause of communist creation.

The party's policy has been and will continue to be aimed at strengthening the alliance of the working class, the collective-farm peasantry and the intelligentsia, and at steadily strengthening the friendship of the peoples of our great multinational State.

The CPSU will fully develop the creative initiative of young people, take care of improving the working and living conditions of women, the needs and requests of war and labor veterans.

In a difficult international situation, it is more important than ever to maintain the defense capability of our Motherland at such a level that potential aggressors know well: an attack on the security of the Soviet country and its allies, on the peaceful life of the Soviet people, will be met with a crushing retaliatory blow. Our glorious Armed Forces will continue to have everything they need to do so.

Preparations for the XXVII Congress of the CPSU are now well underway. It will review the new version of the party's Program and determine the country's development prospects for the next five-year period and up to 2000.

Time demands intense, creative work by all party organizations from top to bottom. In all areas, everywhere and everywhere, communists should be an example of the fulfillment of civic duty, conscientious work for the benefit of society, and everywhere assert the Leninist style in their work. First of all, this applies to the cadres of the party, to party and state leaders. The CPSU will steadily pursue a line of increasing demands, increasing responsibility for the assigned task. After the Plenum is over, the members of the Central Committee, the first secretaries of the regional committees, and all its participants will go to their places in order to get down to business with renewed energy. And there's a lot to do. First of all, we need to successfully complete the implementation of this year's economic and social development plans and thus ensure a confident start to the next five-year plan.

The harsh winter has somewhat slowed down the implementation of planned tasks in a number of industries, which means that now we need to get together, mobilize reserves, and exert all our forces to make up for what was left undone and reach the planned targets by the end of the year.

Comrades, these days we feel even more keenly how powerful and monolithic the ranks of the Communists are, how united and united our Soviet people are. At the recent elections, the Soviet people once again expressed unanimous support for the course of our party and state. This support inspires and obliges.

Today, the Plenum of the Central Committee entrusted me with the complex and large responsibilities of General Secretary of the CPSU Central Committee. I am well aware of the great trust and responsibility placed in me, and I count on the support and active assistance of members of the Politburo, candidates for members of the Politburo, and secretaries of the Central Committee and the Central Committee of the Party as a whole in the work ahead. Your many-sided experience is a bundle of the historical experience of our people. I promise you, comrades, to make every effort to serve faithfully our party, our people, and the great Leninist cause.

Allow me to express my confidence that as we move towards the XXVII Congress of the CPSU, the people and the party, united around the Central Committee, will do everything possible to make our Soviet Homeland even richer and more powerful, and to make the creative forces of socialism even more fully revealed.
